Meat and Poultry Processing Leadership: Balancing Throughput, Staffing, Safety, and Compliance

Meat and poultry processors need leaders who can improve production while protecting food safety, employee wellbeing, equipment reliability, and regulatory compliance.

Meat and poultry processing leaders operate in one of the most demanding environments in food manufacturing.

They must maintain production volume while managing food safety, employee safety, labor availability, sanitation, equipment reliability, animal handling, regulatory requirements, product quality, yield, and customer service.

These responsibilities are closely connected. A staffing shortage can affect work pace, training, safety, quality, and throughput. Poor equipment maintenance can create downtime, ergonomic strain, sanitation challenges, and product loss. Pressure to increase production can produce unintended consequences when staffing, maintenance, or operating controls do not increase with it.

The strongest plant leaders understand that safety, quality, staffing, and production are not separate priorities. They are parts of the same operating system.

Animal Processing Is a Major Source of Manufacturing Employment

Animal slaughtering and processing employed approximately 556,400 people in 2024, representing 26 percent of all food and beverage manufacturing employment in the United States.

That made meat processing the largest individual employment category within food and beverage manufacturing.

The U.S. Bureau of Labor Statistics projects animal slaughtering and processing employment to grow 6.4 percent between 2024 and 2034, adding approximately 35,400 jobs. Only beverage manufacturing is projected to add more positions within the food and beverage sector.

This projected growth will not affect every company or product category equally. Beef, pork, poultry, further processing, rendering, prepared meats, and portion-control operations have different labor requirements, equipment, customer expectations, and regulatory risks.

The overall projection does indicate that the industry will continue to require a substantial workforce and a strong pipeline of plant, operations, engineering, quality, safety, maintenance, and human resources leadership.

The Operating Environment Is Highly Interdependent

A processing facility cannot manage throughput effectively without considering the entire production system.

Daily output may depend on:

  • Livestock or poultry availability
  • Staffing levels
  • Employee experience
  • Line configuration
  • Equipment condition
  • Sanitation completion
  • USDA inspection requirements
  • Product specifications
  • Packaging availability
  • Cold-storage capacity
  • Maintenance support
  • Transportation schedules

A delay in one area may affect every process that follows.

Insufficient staffing can increase the workload placed on individual employees. Equipment downtime can create production backups, overtime, sanitation delays, and missed shipments. Inaccurate production planning can create excess raw material, insufficient cooler space, or incomplete customer orders.

Successful plant leaders must recognize these relationships and make decisions based on the complete operation rather than one department or performance measure.

Safety Performance Has Improved, but Significant Risks Remain

Bureau of Labor Statistics data show meaningful differences within animal processing.

In 2024, the total recordable injury and illness rate was:

  • 3.2 cases per 100 full-time workers for animal slaughtering and processing overall
  • 4.0 cases per 100 workers for non-poultry animal slaughtering
  • 3.7 cases per 100 workers for meat processed from carcasses
  • 2.4 cases per 100 workers for poultry processing

The overall animal processing rate represented approximately 17,900 reported nonfatal injury and illness cases during the year.

These statistics show progress, particularly in poultry processing. They do not mean that the operating risks have disappeared.

In 2024, there were also 22 fatal occupational injuries in animal slaughtering and processing. The recorded events included transportation incidents, contact with objects or equipment, falls, and exposure to harmful substances or environments.

Reported rates should be interpreted carefully. OSHA has noted that actual injuries may be higher at some facilities because of employee turnover, medical-management practices, reporting policies, or employees’ fear of retaliation.

OSHA Has Expanded Its Focus Across Animal Processing

In October 2024, OSHA expanded its inspection guidance from poultry operations to the entire animal slaughtering and processing industry.

The guidance applies to:

  • Non-poultry animal slaughtering
  • Meat processing from carcasses
  • Rendering and meat byproduct processing
  • Poultry processing

OSHA identified a broad group of hazards for inspectors to evaluate:

  • Sanitation and cleanup operations
  • Ergonomics and musculoskeletal disorders
  • Personal protective equipment
  • Lockout and tagout
  • Machine guarding
  • Slips, trips, and falls
  • Ammonia process safety
  • Chemical exposure
  • Occupational noise
  • Emergency exits
  • Injury and illness recordkeeping

The agency stated that animal processing employees face exposure to dangerous machinery, repetitive work, high noise levels, slippery surfaces, ammonia refrigeration, and antimicrobial chemicals such as peracetic acid.

This expanded guidance reinforces an important leadership principle. Safety responsibility does not belong solely to an environmental health and safety department.

Operations, maintenance, sanitation, engineering, human resources, food safety, and frontline supervision all influence workplace risk.

Line Speed Is Only One Part of the Work System

Production line speed receives significant attention in discussions about meat and poultry processing. Recent research indicates that line speed alone does not provide a complete measure of employee workload or injury risk.

The USDA Food Safety and Inspection Service commissioned two Poultry and Swine Processing Line Speed Evaluation studies, commonly called the PULSE studies. The poultry study included 1,047 employees at 11 processing facilities operating at evisceration line speeds ranging from 140 to 175 birds per minute.

Researchers found that:

  • Approximately 81 percent of participating poultry workers were at increased risk for musculoskeletal disorders
  • Approximately 40 percent reported moderate to severe work-related pain during the previous 12 months
  • Higher individual piece rates were associated with greater musculoskeletal risk
  • Facilities operating at different line speeds sometimes produced similar individual employee work rates because of differences in staffing
  • Increasing job-specific staffing or reducing individual work pace could lower risk

The swine study evaluated 574 workers and found approximately 46 percent were at high risk for musculoskeletal disorders. More than 40 percent reported moderate to severe upper-extremity pain.

The studies did not conclude that evisceration line speed by itself consistently determined injury risk across every facility. They showed that the amount of work assigned to each employee, often described as the piece rate, is a critical factor.

A plant may increase overall line speed without increasing an individual worker’s pace if it adds enough properly trained employees, improves automation, or redesigns the work. Another plant may operate at a lower overall speed while placing a greater workload on each person.

This makes staffing an operational control as well as a labor expense.

Staffing Levels Affect More Than Labor Cost

Labor decisions influence nearly every measure of plant performance.

When a facility is understaffed, it may experience:

  • Higher individual work rates
  • Increased overtime
  • Reduced job rotation
  • Shortened training
  • Supervisor overload
  • Greater employee fatigue
  • More quality defects
  • Increased absenteeism
  • Higher turnover
  • Delayed sanitation
  • Reduced preventive maintenance
  • Difficulty responding to unexpected problems

Adding employees does not automatically solve these issues. Staffing must be based on the actual work required at each position, the skills of the employees assigned, equipment performance, product mix, and operating speed.

The PULSE studies recommended increasing job-specific staffing as one method of lowering individual work pace. They also recommended effective ergonomics programs, knife-sharpening practices, and appropriate medical management.

These recommendations show why headcount alone is an incomplete measure. A facility may technically have enough people while still placing employees in poorly designed positions, using dull tools, providing insufficient rotation, or failing to respond appropriately when pain is reported.

Ergonomics Requires Active Management

Meat and poultry processing often involves repetition, force, awkward posture, cold temperatures, reaching, lifting, and the frequent use of knives or scissors.

OSHA identifies several conditions that may increase ergonomic risk in poultry processing:

  • Repetitive movement
  • Awkward posture
  • Extended reaching
  • Bent wrists
  • Forceful exertion
  • Improper tools
  • Poor workstation design

OSHA recommends engineering and administrative controls such as adjustable workstations, reduced reaching distances, employee rotation, proper positioning, and improved tool design.

An effective ergonomics program should include more than an annual review.

Leaders should regularly evaluate:

  • Employee work pace
  • Workstation height and reach
  • Tool condition
  • Knife-sharpening practices
  • Job rotation
  • Break schedules
  • Early reports of pain
  • Medical response
  • Repeat injuries
  • New equipment
  • Product or packaging changes
  • Employee feedback

Small changes in product size, staffing, line configuration, or equipment position can alter the physical demands of a task.

Plant leaders should therefore treat ergonomics as a continuing operational process rather than a one-time compliance project.

Reporting Culture Influences the Accuracy of Safety Data

A company cannot correct a problem it does not know exists.

Employees may avoid reporting pain or minor injuries when they believe that doing so will lead to discipline, reassignment, lost earnings, or negative treatment from a supervisor.

Delayed reporting can allow a manageable condition to become more serious. It can also prevent leaders from recognizing patterns involving a workstation, tool, shift, product, or supervisor.

An effective reporting culture should make it clear that:

  • Employees can report pain and hazards without retaliation
  • Supervisors are expected to respond professionally
  • Early reporting is encouraged
  • Medical personnel have appropriate independence
  • Recurring concerns are investigated
  • Corrective actions are documented
  • Employees receive feedback about reported issues

The goal should not be to achieve low reported numbers by discouraging reports. The goal is to identify and control hazards before they cause more serious injuries or operational disruption.

OSHA’s industry guidance specifically states that employees have the right to report hazards without fear of retaliation.

Sanitation and Maintenance Require Executive Attention

Sanitation employees often work around equipment that has recently been operating and may be exposed to blades, conveyors, augers, electrical systems, pressure, chemicals, and hazardous energy.

Some sanitation work is performed by contractors or temporary employees during night shifts. OSHA has identified sanitation workers as being particularly vulnerable to hazardous-energy exposure while cleaning processing machinery.

Effective lockout and tagout requires coordination among:

  • Operations
  • Maintenance
  • Sanitation
  • Contractors
  • Safety personnel
  • Equipment manufacturers
  • Plant management

Unclear responsibility can create dangerous gaps. Operations may believe sanitation controls the equipment. Sanitation may depend on maintenance. Contractors may receive different training from company employees.

Plant leadership must establish exactly who is responsible for shutting down, isolating, verifying, cleaning, inspecting, and returning each system to service.

Maintenance also affects employee safety and food safety throughout the production day.

Poorly maintained equipment may create:

  • Unexpected movement
  • Missing or ineffective guards
  • Excessive vibration or force
  • Product contamination
  • Foreign-material risk
  • Inaccurate cuts
  • Increased giveaway
  • Difficult sanitation
  • Longer employee reach
  • Unplanned downtime

Preventive maintenance should not be viewed only as a method of avoiding production interruptions. It is also part of the plant’s safety, quality, and food-safety system.

Food Safety Oversight Continues to Evolve

Meat and poultry processors operate under continuous federal inspection and extensive requirements involving sanitation, hazard analysis, pathogen control, labeling, traceability, humane handling, and product disposition.

The Government Accountability Office reported in January 2025 that USDA faced continuing challenges in developing and updating pathogen standards and in coordinating risks that begin on farms before animals enter processing facilities.

GAO found that several proposed standards involving Salmonella and Campylobacter had been paused while FSIS focused on a broader Salmonella framework for raw poultry. The report recommended that FSIS more clearly document its priorities and assess possible gaps in pathogen oversight.

For processors, changing federal priorities do not reduce the need for internal controls.

Companies still need leaders who can:

  • Maintain effective HACCP systems
  • Evaluate microbial testing results
  • Manage sanitation performance
  • Investigate process deviations
  • Coordinate product holds
  • Prepare for recalls
  • Assess supplier and live-animal risks
  • Respond to regulatory findings
  • Communicate with USDA personnel
  • Integrate food safety with production decisions

The quality and food-safety leader must have the authority and communication ability to raise concerns before product is released or a process continues.

The operations leader must understand that food-safety controls are part of production, not an obstacle placed beside it.

Production and Food Safety Should Share Information

Operational and food-safety data are often reviewed separately, even though they may point to the same underlying problem.

For example:

  • Equipment downtime may change product temperature or process flow
  • Understaffing may affect trimming, inspection, sanitation, or documentation
  • Increased rework may indicate equipment or training problems
  • Excessive production pressure may increase process deviations
  • Poor maintenance may create foreign-material or contamination risks
  • Product holds may expose weaknesses in traceability
  • High turnover may create repeated training gaps

A strong leadership team examines these connections.

Plant performance reviews should bring together information from operations, food safety, quality, maintenance, safety, human resources, and finance.

This allows leaders to identify whether separate problems have a shared cause.

Automation Can Improve Work, but It Can Also Move the Risk

Automation can reduce repetitive manual work, improve consistency, and increase capacity.

Common processing applications include:

  • Automated cutting and deboning
  • Portioning
  • Vision inspection
  • Weighing and grading
  • Packaging
  • Palletizing
  • Material handling
  • Temperature monitoring
  • Traceability
  • Production data collection

Automation can reduce exposure to knives, lifting, and repetitive motion. It can also introduce new hazards involving robotics, conveyors, stored energy, machine guarding, electrical systems, and more complex maintenance.

Automation may also move a bottleneck from one department to another. A faster cutting system may increase demand on packaging, freezing, palletizing, warehousing, or maintenance.

Leaders evaluating automation should consider:

  1. Which problem is the investment intended to solve?
  2. How will the change affect employee workload?
  3. Does the downstream operation have enough capacity?
  4. Can the equipment be properly cleaned and inspected?
  5. What maintenance capabilities are required?
  6. How will employees be trained?
  7. What happens when the system is unavailable?
  8. How will results be measured?

The appropriate measure of success is not simply whether a machine operates faster. It is whether the complete system becomes safer, more reliable, more productive, and more financially effective.

Frontline Supervisors Are Essential to Plant Performance

Processing supervisors work where company policy becomes daily behavior.

They influence:

  • Work assignments
  • Job rotation
  • Training
  • Safety enforcement
  • Employee communication
  • Production pace
  • Quality response
  • Attendance
  • Conflict management
  • Injury reporting
  • Employee retention

A technically experienced employee may not be prepared to manage people.

Supervisors need training in communication, coaching, documentation, accountability, conflict resolution, safety response, and working with a multilingual workforce.

Without that preparation, a supervisor may unintentionally discourage reporting, apply rules inconsistently, or prioritize immediate production at the expense of long-term performance.

Plant leaders should evaluate supervisors on more than daily volume. Their performance should also include safety, turnover, training, quality, attendance, and employee development.

The complexity of meat and poultry processing increases the value of several leadership capabilities.

Leaders must understand how staffing, equipment, sanitation, safety, quality, food safety, and production affect one another.

Managers need to determine the number, skills, and placement of employees required for each production area.

Executives must create conditions where hazards are identified, reports are taken seriously, and corrective actions are completed.

Leaders should understand how operational decisions affect HACCP plans, sanitation, pathogen control, inspection, traceability, and product disposition.

Reliable production depends on preventive maintenance, spare-parts strategy, technical staffing, and appropriate capital planning.

Recruiting Leaders With Relevant Processing Experience

The Bureau of Labor Statistics projects approximately 17,100 openings for industrial production managers each year between 2024 and 2034, largely because existing managers will retire, leave the workforce, or move into other occupations. The median annual wage for industrial production managers in food manufacturing was $107,500 in May 2024.

SHRM’s 2026 recruiting benchmarks reported a median executive cost per hire of $15,000 and a median executive time to fill of 45 calendar days. These figures do not include every operational cost that may result from an extended leadership vacancy, such as overtime, delayed improvements, customer-service issues, or additional workload placed on the remaining management team.

Industry specialization becomes particularly relevant in meat and poultry processing because similar titles can represent very different experience.
